The state of New Jersey collects a fee from the wireless or landline provider that every New Jersey resident pays to their respective phone company called the "911 System and Emergency Response Fee."

It's in the 2017 NJ budget for about $125 million that will be collected from residents.

The fee is 90 cents per month for everyone with a phone, landline or cellphone, collected by the phone provider and given to the state of New Jersey for 911 services and upgrades.

It can be seen right on your phone bill.

The problem? Monmouth County officials say they have not seen a dime of that money since 2010 and before that, they only received a small fraction of the fees collected, at the most $350,000 per year.
